I was able to test your ad unit with our sample app, and can confirm that I was able to receive ads from it (see attached screenshot). The expectation when "everything is disabled" on the UMP options is that users would still be able to receive non-personalized ads (instead of no ads at all). This seems to be more of a no-fill error than a UMP one, since the SDK was unable to fill your ad unit with a non-personalized ad.
You will want to ensure that you have completed the setup of your AdMob account, especially the billing and PIN verification sections, in order to alleviate this issue. You may also want to reach out to the AdMob Help Center for further assistance on such ad-serving concerns, as the product specialists there should be able to provide better insights on such.
