Disabled admob account (duplicate account)

First, excuse my English ... I use the translator

I have an adsense account, and I created an admob account using the same email from my adsense. but after a few minutes, my admob account is disabled. the reason, supposedly for having two admob accounts. And I do not understand why. I have never created 2 accounts. That was the first time in my life that I tried to create an admob account. How can I recover that disabled admob account?
