As I take a look to the information you provided to us, it' seems like there's a problem in your billing account. You may want to check it and follow this steps in getting paid as the billing is may be one of the possibility why your ads are not showing. In addition, if you haven’t added your app to AdMob yet, kindly link your app as this is an important step in your app readiness process.
Also, try to implement and setup your app-ads.txt file to prevent a significant loss in ad revenue and helps protect your app ad inventory from ad fraud. For further assistance regarding on such, we recommend raising this to AdMob Help Center.

Were you able to test your app using our sample id's and able to received ads? If yes, it means that the SDK is properly implemented. Then, if you test it using your ad unit id's and didn't received ads, it means that this is more of ad-serving issues. For ad serving issues, we recommend raising this to Product support team for better insight. With regard to your app-ads.txt file you needed to wait at least 24 hours for AdMob to crawl and verify your app-ads.txt file.

Kindly note that we can only help you in implementation using Mobile Ads SDK. That being said, I ask in my previous response if you were you able to test your app using our sample id's and able to received ads? Because if it's working, it means that you correctly implemented Mobile Ads SDK.
