Displaying custom offline Ads

Hi,

I just wonder is it legal to display an in-house offline Ad in the Ad Banner Area when the application can't receive any Ad from admob. I mean is it agains the Admob's policy or not? I have an app which displays the Ad of one of my other apps when the connection is not available or for any reason it can't get the admob Ad. the offline Ad displays exactly in the area which the Admob Ad was going to be displayed.

As you are talking here about offline i.e. no data network, your in-house ad for other apps wont convert into download too. These offline Ads have little to no use for download purposes.
Though if there are connection issues or any reason related to inventory, there is custom events available in AdMob Mediation to show some static image. So I guess, it is legal if done with mediation.

It's your app, you are free to display whatever you want. Admob's policy only applies wrt to display Admobs ads. Since you are not displaying them (because there are none) you can do whatever you like.
