Being an industrialist, he understands well that the public sector is not fit for commercial enterprises especially in a country like Pakistan where the civil administration itself is, by and large, devoid of talent, competence and leadership virtues.

On June 13, 2013, he swiftly constituted a four-member committee for restructuring and reforming of national flag carrier Pakistan International Airlines. Minister for Finance Muhammad Ishaq Dar, Advisor on Aviation Capt. Shujaat Azeem, Shaukat Fayyaz Ahmed Tarin and Naveed Malik were nominated as the members of the committee. The prime minister directed the committee to come up with proposals and recommendations in the next meeting for addressing the problems faced by PIA in order to make it a viable entity.
