draft release for v0.14.0

I have a draft release text ready at[1]. If this is acceptable, I
intend to tag the current master as v0.14.0 and publish the release.

There's https://github.com/gonum/gonum/pull/1707 that could go in but I'm not sure how far it is from merging.

My https://github.com/gonum/gonum/pull/1780 is ready for review but the PivotedCholesky type adds no substantial functionality yet, so it's fine to wait for a future release.
