p.m. ET, March 30, 2012. Full proposals are due by 11:59 p.m. ET, May
4, 2012. Applicants may not submit a full proposal unless they receive
an invitation from NOAA to do so after submitting an LOI. Any full
proposal that is submitted without having received an invitation will
not be reviewed.
