Initial contribution & golo-lang/golo-lang freeze

Dear all,

I am preparing the initial contribution upload to the Eclipse Foundation.

The golo-lang/golo-lang repository must not receive any further commit or pull-request now.

I have made a public clone at https://github.com/dynamid/golo-lang-insa-citilab-historical-reference

BTW if there are volunteers to migrate the existing GitHub issues to the Eclipse Bugzilla, feel-free to volunteer :-)

to mutualize the effort, maybe it will be great to have a way to say "I'm copying issue #XXX to #YYY"
