Advice on how to normalize a file

Hello Everyone.

I have a recording of a meeting which I had on teams. However, one of
the people is talking very quietly. Is there any way I can normalize the
volume of the file so that everyone in the meeting is at the same volume?

I don't know if this would work, got this program long ago it is called
LevelatorSetup-1.4.1.exe
It is supposed to equalize different levels in an mp3 file. I can put
it up on shellworld if you want to try it.
