Increasing the volume on one part of a file

Hi all, does anyone know if Goldwave is able to increase the volume on a particular audio stream in a file? I have a recording where the audio description is being drowned out by the music and I was wondering if it might be possible to increase the volume on just the audio description without impacting on the rest of the sound. The file is mp3.

 

I’ve never done anything like this in Goldwave, I know you can normalise the volume of the entire file and I’ve done that in the past, but this is something different.

I'm not sure because I haven't gotten to play with my goldwave in awhile, from five years of not having a secure desktop, and a bunch of moving and stuff but I really want to get it up and running again.   
I've been listening to a lot of mixing and production you tube clips, to enjoy more full use of the application when I get it set back up in my newer recent computer.  
I wonder if using highpass, or lowpass, might help to make a place for the description to fit in its own area of the mix and maybe then you could sandwich that part out like a Dagwood sandwich stack.  
Copy and paste it into its own track then even it out and bring up the volume, maybe see if compressing that part more before raising the volume will make it clearer. You can always undo it of it doesn't.  
That is just some ideas.  
So if you remove part of the lowest part of the bass, and remove part of the highest part of the highs.  Then de-ess.  You maybe able to manipulate the other parts of the sound curves, to make each part more clear.  

Several people could probably throw in more coherent experience than myself.

Hi ladies and gentlemen
I also use GoldWave on my computer. How do I stop and pause recording? I stop recording with F9. I thought F8 and F7 would work. 
Any assistance?

My apologies, I meant I start recording bt pressing F9. However, I struggle to stop and pausr.

F4 Plays (green mode),

F5 rewinds,

F6 fast forwards,

F7 pauses,

F8           stops respectively.
