Thanks. I checked the xml file and The workout title field is there. You can see in the attached. I tried creating a new user and imported a FIT file and same thing - no title import.
Ok. That makes sense and clearly shows why testing it with FIT file import is not a valid test.The way I get all my data into GC is actually through integrated accounts via Strava import and Today's Plan import. This used to bring in the workout title, but it no longer does which is the core issue I have.

Why not preset Workout Title field to the (imported) file name ?
Most of us probably chose file names made of date/time + activity/performance title. So this default might make sense.
