Exposing the driver Conn

There was a recent proposal to expose the driver.Conn from the sql.Conn.

While I have closed it, If there is more interest from other driver maintainers, I can re-open for more discussion.

I have that kind of functionality in pgx where it is possible to get the underlying pgx.Conn. However, it's a really nasty hack (https://github.com/jackc/pgx/blob/master/stdlib/sql.go#L614). Not pushing one way or another on this particular proposal though -- just saying it *is* handy to be able to get to the underlying native driver.
