covdata missing from Go 1.25 RC tarballs

I'm trying to test 1.25rc2, but our build system is expecting to find covdata in the tarball, and it is not present (it is present in the 1.24rc1 and 1.24.5 tarballs). Is this expected? The draft release notes don't mention anything about covdata going away.

The tarball I'm downloading is https://go.dev/dl/go1.25rc2.linux-amd64.tar.gz, and we expect to find covdata under go/pkg/tool/linux_amd64/covdata
