Go is supported on 32-bit Windows. See https://golang.org/doc/install. The download page, https://golang.org/dl/, has an installer that should work for you. Did you try installing that version? If yes what happened?
P.S., You have a 64-bit CPU and 4 GB of memory so I'm wondering why you installed the 32-bit version of Windows. That seems like an odd thing to do.

I didn't think it was odd. The Intel® Core™2 Duo Processor T5450 is an ancient, low-end processor. Microsoft offered a free upgrade to Windows 10 from Windows 8.
