Freeze exception request to add loong64 as a valid GOARCH [freeze exception]

I suggest that we make a freeze exception for
https://golang.org/cl/333909 which adds loong64 as a valid GOARCH.
This is because it affects the file names that are understood by the
go tool. It seems wise to do this as soon as possible.
Other loong64 CLs should wait for 1.18. As far as I can see only this
one is appropriate for 1.17.
