Proposal #74640 missed triage

[Brandon]

Hi,

I opened https://github.com/golang/go/issues/74640 over a year ago, proposing to export an unexported error returned by an exported method (errPathEscapes). While it has the "Proposal" label and milestone, I noticed it is not in the Proposals tracking project. It seems to have missed triage.

Could someone please add it so it can be triaged?

Thanks,
Brandon
