Proposal waiting for review (archive/tar: add Reader NextOffset())

Hello gophers,

I opened https://github.com/golang/go/issues/75153 end of august and it's still waiting for initial review, is this expected or did it fell through the cracks ?

Looking at other proposals, my proposal is not part of the "Proposals" project / not showing up in https://github.com/orgs/golang/projects/17, so that might explain why
