Gerrit permissions have been refactored

As part of LUCI adoption, we needed to set up some additional ACLs that were redundant with our existing Gerrit groups. Today I cleaned up the duplication. While no change was intended, it's possible I made a mistake and dropped some permissions. If you notice that you've lost TryBot or approver powers, please report it here or on the issue tracker.
