Is https://dev.golang.org/owners accurate and up-to-date?

It is maintained. (See github log for https://go.googlesource.com/build repository devapp/owners/table.go.)

But accurate and up-to-date? Maybe only in the loosest sense of those words.

That said, it all depends on what you're going to use it for. For picking a code reviewer, it is probably good enough. Beyond that, it would depend on the use.
