chacha20 and chacha20-poly1305

Hi Adam,

now that SSH has added chacha20/poly1305, I was wondering if we could
add it to Go SSH too, but I couldn't find a canonical package for
chacha20. Are you planning to provide one as part of go.crypto?

I might it might end up in the core libraries in 1.3, but I have still
to chat to Rob about it.

Is it needed for TLS? If not it should probably at least start in go.crypto.
