1.18 release notes: should "Fuzzing" be under "Tools"

The "Fuzzing" heading is currently under "Changes to the language", but the new fuzzing support only changes tools ("go test -fuzz") and the library (testing.F), not the language itself, right? Should this section move to under "Tools"?

Speaking of release notes: I don't see multi-module workspaces mentioned, which are a significant addition to tooling. I know the release notes are work-in-progress, but with the beta around the corner there should be at least a TODO, because people will look at the draft release notes to find out what to try and test.
