windows/setupapi: add SetupAPI and CfgMgr32 functions
Simon and I have worked on this on and off for a number of projects over
the last 3 years and by now it's quite stable and mature. Rather than
carrying this around privately, it matches the conventions of an
x/sys/windows subpackage, so it's been reworked for suitability here.
These APIs are among the most obtuse to work with in all of Win32, so
considerable attention has been spent trying to make them quasi-
accessible from Go.

Will more than one or two people need this? Why does it need to be in x/sys rather than GitHub? (or is GitHub to "carry it around privately"?)
Is this supposed to be a syscall low-level package or a Go idiomatic package? Because I see e.g. CONSTANTS_LIKE_THIS, etc. It's still pretty syscall-ish, which I guess is fine, but why is this in a new setupapi package than rather than x/sys/windows? Just because that's getting crowded, or? I see it already has `windows/setupapierrors_windows.go` at least.

What is this?
There's no package doc explaining it.
I can write a package doc with some short sentences explaining its purpose. Its a wrapper for setupapi, which is required for any type of interfacing with devices, hardware, kernel drivers, pnp, and so on. I think it's certainly more general than "one or two people".
This is supposed to be a syscall low-level package. But! SetupAPI is notoriously cumbersome to use, nearly to the point of being unusable, so I've made sure to have type-safe wrappers around everything so that it can still be used from Go. It still isn't idiomatic Go, but it's at least usable.
It could go in x/sys/windows, but I thought that given the size and the specific scope, it would be best for a new package. This is similar to what was chosen for the registry package, for example.
setupapierrors_windows.go makes sense, however, for x/sys/windows, and not for a subpackage, because those errors join the ordinary namespace of the other errors.
Will add some short sentences to a package doc and submit a v+1.
