[vscode-go] extension/src/goImpl: collect telemetry for the vscode command

Commit message:

extension/src/goImpl: collect telemetry for the vscode command

Same as other (gotests, gomodifytags), as part of the migration
plan, we will collect the usage of the third party tool through
different mechanisms.

The implement at cursor command will also be available through
context menu.

A Go telemetry proposal will be filed soon after.
