_content/doc/go1.27: remove unnecessary TODOs

CL 773822, CL 751920, CL 754400, CL 743341, and CL 756220 just
mention old proposals.

CL 752620 is doc-only change.

CL 749980 is a revert that also applied to Go 1.26, so nothing is
changed from Go 1.26.
