Commit message:

cmd/watchflakes: set GOMEMLIMIT in container

Some of the recent watchflakes restarts have OOMKilled as the reason.

watchflakes might not need as much memory in steady state as it does
during its peaks. Set GOMEMLIMIT to 90% of the container's requested
memory as a step to maybe help. Based on https://go.dev/doc/gc-guide.
