Commit message:

cmd/go/internal/load: remove StalePath check

The check reported a friendly error for commands imported via the
long-defunct code.google.com/p/go.tools paths. Google Code was shut
down in 2016 and these paths cannot be fetched at all, so the check
is unreachable in practice. Resolves an old TODO.
