Commit message:

deploy: unify Go version setting and parameterize builds

Forward the _GO_VERSION substitution parameter to deploy/build.sh during
Cloud Build steps so container image builds use the configured Go runtime
version consistently. Update deploy/README.md and deploy/build.sh
documentation to explain how GO_VERSION and BUILD_TAG are passed and used.
