cmd/compile/internal/noder: associate generic methods with their type

This change encodes relocs to the generic methods of a type along with
the type. This will make it more convenient to associate the generic
methods of a type with the type.

We *could* locate the type from the generic method's ObjFunc, but this
seems to be going in reverse.
