main.star: add x/website presubmit builder for all of GOROOT/doc
The GOROOT/doc directory contains a few HTML and Markdown files like
godebug.md, go_spec, asm.html and such. CL 746740 updates TestAll in
x/website to test the files in GOROOT/doc directory too. Update this
location filter accordingly and help catch potential problems inside
those few .md and .html files during pre-submit, rather than in post.
