Sync option in windows 8.1 Outlook2013

I cannot find where to input key, as this outlook seems to have a different look/set up as the instructions in "Getting Started" on the gogtasks website.

The only tabs along the top are home, send/recieve, folder,and veiw.

When I click on  file > options > Addins it shows google apps sync for micro. office outlook addin, butwhen I click "Add inOptions" it displays "there are no addin property pages to display" 

I cannot find where to input product key, or anywhere that syncs to my google.

Google apps sync for microsoft office is a product from Google. GogTasks from Nilsen Labs will be listed as GogTasks in this list. If you're already paying for Google Apps (and therefore eligible for using Google Apps Sync), there's no need to also use GogTasks from Nilsen Labs, as these products have overlapping functionality.

That said, GogTasks should work exaclty the same for Outlook 2013 as for Outlook 2010. It's supposed to show in the Add-ins tab, which is not present in your screenshot because you either have not installed GogTasks or because the installation failed or you lack some prerequisites. Please make sure you used SETUP.EXE to install the program and not the MSI file. If that doesn't help and GogTasks still doesn't appear in the menu, please read this article for assistance. You might be missing a prerequsite.
