Query re Goa Archives

Dear members,

I shall be in Goa shortly hoping to access the Goa archives for two or three birth/baptismal recordings. I have never been to the Goa archives. There is nothing on their website which indicates what the process might be for a day pass/identification required, document handling and document ordering nor a search engine to do such ordering. I was wondering if anyone has had an experience and would be able to guide me.

The documents are all falling apart. Apparently an attempt is being made to save them with help from a foundation. For birth certificates you may want to check the parish churches. I do not believe the Archives have birth certificates but I could be wrong.

Hi Selma,

I have been going to Goa archives during every visit of mine since 2009. I have never had a major issue in terms of going there and getting what I need. The only issue is the bureaucracy. In the past one could present themselves at the entrance, leave belongings and enter the library. The next step is to go to the person managing the books of the various parishes. These books have remained the hand typed versions from the 1970s. No effort has been made to modernise this using Excel tools. The person then fills out the slip which is duplicated. This then goes to another person who enters it in another register retaining one slip and the other slip goes with the peon who then goes in to collect the book. This is where the whole process becomes tedious as the arrival of the book can take upto 30 minutes or even longer in some cases. There have been instances that they come back thirty minutes later so say that the book has gone for repairs which means you start all over again. Patience is very key. If you are conversant in Konkani then you are at an advantage. Please be mindful that the archives opens at 9.45 a.m and closes at 12.30 p.m. for lunch. It then reopens at 2.15 p.m. and closes at 4.15 p.m. Post Covid it appears that they only allow a certain number of people at the time. I do wish all these records had been digitised. There are organisations in the US willing to undertake this task and even provide equipment to view this at Goa archives but it probably is not in anyone's interest it is done.

Hi Selma,

Birth / Teor certificates from 1914 to 1970 are partly digitised and are available for online search / request for certified copies on Goa Online Portal  https://goaonline.gov.in 

However, a few dampners / caveats here : 
- The portal requires registration that works with only an Indian cell phone number for OTP number validation.
- Not all birth records are available on this Govt portal, many are missing.
- While online requests/ payments can be executed, the certified copies need to be physically collected from respective Govt office.

Thank you Milind. Unfortunately, I'm looking for 1800 records. I believe these are stored at the archives. Hopefully, I'll make some headway. 

I wish there was someone in Goa who would offer to undertake this work for a fee.

Selma, perhaps you are already aware there is a printed guide in Portuguese by P.S.S. Pissurlencar, found in situ at the Goa Archives that may or may not be helpful in locating archival materials you need.

I looked at it when I was there at few years ago. When I returned home, I was able to borrow a copy of his book, Roteiro dos Arquivos da India Portuguesa (Tipografia Rangel, 1955) through Interlibrary Loan at a local university library (US), and I copied it in the event I want to be more prepared when/if I return to Goa for more research. But I suspect there is a lot more stored there (and not yet catalogued) than even these guides suggest.

When I was there pre-pandemic, the place was packed with people whom I assumed were looking for land records.

I’d also like to mention the library upstairs—the loveliest librarians and an interesting collection. However, you can’t take photos of any materials, you have to pay a nominal fee for duplication. 

As an aside: Perhaps you also are aware of the State Library in Panjim, and the library at The Xavier Centre of Historical Research at Alto Porvorim, both repositories of much historical documentation.

Selma, I had to use the Goa Archives a decade or so ago and had no problem whatever. However, in light of what Fausto and Michael experienced recently, things might have changed considerably. Good luck!

Selma, you should call the village church right away; the vicar will be able to tell you where the baptismal records are now being kept. At the local church itself, or at an archive in Old Goa?

Just one question. What years are the documents you looking for pertain to?

Right now baptisms/marriages/deaths for all villages in Goa are available for the years 1914 to around 1980 online.

These records are good for genealogy research only.

If you need certified copies the online records are not good enough.

Sorry for the delayed reply. Well, I do not have first hand information about fetching documents from the Panaji Archives but based on my experience of the on-line services, one needs to have the following basic data input to search for Teor (Registration of Birth in Portuguese)

- First Name, Middle name, Last Name of  the either the person OR his/her father OR his/her mother
- Teor Registration number (of "Registo de Nascimento" i.e. Birth Register):
- Birth date:
- Birth year:

I think the "physical search" will definitely need input about the place of birth (i.e. village/town) and District Headquarters of the taluka (i.e. Bardez, Bicholim, Pernem, Sattari, Tiswadi) where the birth /death registrar offices were located.

I head that some retired employees of the Archives conduct search of records for a fees, as they are well versed with the organization of records in Archives but one needs to get a reliable resource.

Dear Selma,

As your records report to 19th century I continue to insist that probably the church archives are the best for your query. You have to take into account that although civil registry was regulated in the 19th century in Portugal, only after the republic the state was able to impose its universal character to Catholics.

Baptism certificates: If they're not at the church(es) where the baptisms occurred, the next port of call should be the archives at the Bishop's Palace Altinho. Far higher chance there than the archives. 

For birth certificates, I think it might depend on the taluka. If Tiswadi, then the archives of Births and deaths at Junta House Panjim (unless they've moved to Patto or elsewhere), and only if not there (if going very far back in time), then the archives. 

I'm not sure about the other talukas.

For some reason there have been stories floating around for years that the Bishop’s Palace had copies of baptismal records.

They aren’t any there. I had asked then Archbishop Felipe Neri in person in 2016 when I was doing my research in Goa whether they had any such records and he said that they had been required to pass everything to the National Archives.

I’ve done extensive work on my village of Moira at the Archives and they had baptisms/deaths/marriage records from 1804 onwards. Other villages could go further back.

I have accessed the Goa Archoves for some Birth records from Bicholim area. The office is at Direcotrate of Archives and Archeology at Patto. They have digitized all Birth and death old records from 1901-1952 when I had last checked and were in the process of moving further.
Shri Balaji Shenoy the young but amazing head archivist was very helpful in pulling out some old birth records  that I needed. His number is 9049049998.

This is the Roteiro (roadmap) to the Goa Arhives, mentioned by Debra Nicholson (who has been working intensely on the Goan community on Malawi and the unusual end it came to (under President Hastings Banda). A specimen page too.
Originally published in 1955, and then reproduced in a facsimile edition in 2009, priced Rs 230. Probably now out of print (not sure). Wish such texts could be shared as copylefted, digital editions, in the interests of building awareness about one of Asia's oldest archives. FN

With all due respect, Frederick, what are we talking about, some inventory documented in 1955. The entire archive has to be catalogued date wise, place wise and subject wise and the catalogue made available online with a search engine. Years of work no doubt but necessary.

Deportation of the entire community. Quite a bit of it is detailed in my first book and second book, Into the Diaspora Wilderness and Goans of East Africa.

I agree with Frederick. It is unfortunate that such treasure of our past is not preserved as it should have been. My admiration for Cunha Rivara, Filipe Neri Xavier, Bragança Pereira, and Pissurlencar is even greater when I think that they did all the work by themselves or may be just with one clerk or assistant to help them.
