The history of conflicts over water resources across India is embedded in localised histories and yet shares a structural politics. From Kaveri to Narmada, these shared politics are visible through resistance in the face of national development programmes and the recurring threats to commons. The Mhadei river, which is known as the Mandovi in the lower regions of Goa, originates in Karnataka and flows around 111 kilometres before meeting the Arabian Sea. At the heart of this book project is a dispute which is both specific and symptomatic of interstate resource politics. It conceptualises water-sharing  agreements between Maharashtra, Karnataka and Goa, and the planned diversion of the river’s water into the Malaprabha basin.
