A new package management tool proposal

Recently I've written a package management tool named Gogradle which is a Gradle plugin and tries to provide some features:

- Project-scoped GOPATH and dependency management

- Compatible with multiple external management tools

- Automatic package management, including transitive dependency, dependency locking and flattening, conflict resolution and so on.

- Build/test/cross-compile
