job/agent resource tag matching - case sensitive - bug?

Our current install is having issues with jobs trying to match agents.  The doc indicates that job/agent label matching is case-insensitive per this doc

"Note: Resource matching is case-insensitive"

We continuously run into issues where people mistype and the job fails to find an agent until it matches exactly.  This has turned into a bit of a support frustration.  We did skip a few updates but are currently running 20.7.0.  The prior version did not have this issue, afaik. 

Is this a bug?  Did I misinterpret the documentation?

Hello,

The resource match should be case-insensitive.  Can you please raise an issue on GitHub[1] so that someone can take a look.

What was the previous version of your GoCD server?

We upgraded from 18.7.  I can confirm case-sensitivity for job/agent resource tags was not an issue in that version.
