How to create Fan-Out Fan-In pipelines?

Hi All,
From the GoCD documentation, I was able to understand the concept behind Fan-Out Fan-In pipelines. However, I am not sure how on what steps are to be followed to create a Fan-Out Fan-In pipeline. While creating my build pipeline I was only able to create a single pipeline.
Can someone please explain to me how to do it?
