At last have I found time to compose the proposal. I hope it meets with the community's approval. 

Since I have ticked the "Publicly Available" checkbox, it should be available here:

If not, poke me and I'll send it as an attachment.

I'm open to suggestions and to amending the proposal.

I think it's a well written proposal, I really hope that it get's
accepted. The only thing I noticed is that you don't mention that that
Opal's text system is a bit basic at present (I started working on it a
bit way back, but got distracted). I think it may be worth noting
because it might make integrating the text layout stuff a bit more
complicated...

Thanks for suggestions that came on-list and off-list! I'll take a
look at how I can incorporate the suggestions into the proposal by the
deadline today.

Even if I don't incorporate them, I definitely don't view the proposal
as something that limits what's to be done, just something that gives
a baseline. :-)

- Deliverables

- Plan: Before coding phase

- Plan: Additional goals (new section)
