Customization of scrollbar colors - GnuEmacs on Windows

I am running version 23.3.1 on Windows. I have suffered for a while with a sky blue scroll box on a white scrollbar. I decided today I would change that. I failed. I've read such things as:

- and everything I could find in info

My current .emacs includes this:

(custom-set-faces
...
'(scroll-bar ((t (:foreground "yellow" :background "black"))))
...)

Via the customize-faces command, I could only figure out how to check and uncheck the foreground and background colors (so I guess I don't know what I am doing with that). It had the background already in there, so I hand-edited .emacs to add the foreground and make that contrasting, as I am used to hand-editing my .emacs. Anyway, all of this came to no avail.

Is there somebody out there in net land that can help me with this?
