Virtual space for cursor movement?

Hi everybody,

is it possible (and if so, how?) to enable virtual space for cursor
movement?

I don't want the cursor to change its column position, when I go up or down
to a line, that is shorter than the current cursor position. This toggled
cursor jumping is really annoying.

Try M-x picture-mode

The virtual space is working in picture-mode. Unfortunately all the other
editing features are disabled then (insert, indent ...)
