Film Festivali bir yıllık pandemi arasından sonra yeniden seyirciyle buluşmaya hazırlanıyor! 11-15 Aralık 2021 tarihlerinde gerçekleşecek 11'inci festivalin ana teması 'cezasızlık' olarak belirlendi. 11. HİHFF, Beyoğlu'nda iki mekâna yayılan film gösterimlerinin yanısıra festival haftası boyunca sergi, forum ve söyleşi gibi yan etkinliklerle zengin bir program vaat ediyor.
Aralık ayı başları, normalde yaklaşan Hangi İnsan Hakları? Film Festivali'nin heyecanını yaşayıp son hazırlıklarını yaptığımız bir dönem. Ancak epeydir hem normalin dışında, hem de eski normalin aslında çok da normal olmadığının daha fazla bilinci içindeyiz. Geçen yıl 10. yaşını kutlayan festivalimizi, malum nedenlerle ne yazık ki bu ay yapamıyoruz. The film production process requires human resources (power) with certain qualifications according to their roles and functions. At a certain level, the personnel involved in film production must be professionals. One of the significant growths of the Indonesian film industry today is the growth in the number of cinema screens. In addition, new film genres have also emerged, so that the films shown by the public are increasingly diverse. One of these new genres is the documentary film as a cinematographic work which is also protected by Law Number 28 of 2014 concerning Copyright (UUHC). In the midst of such a heavy flow of mass media, documentary films have an important role as an independent aspirational medium. However, the issue of economic rights in cinematographic works apparently has not yet become a strategic discussion even though along with the development of information and communication technology, cinematographic works have a strategic role in the nation's economy. This research uses a combination of empirical legal research, normative legal research and descriptive research. The documentary film industry in Indonesia is still underdeveloped and depends on funders so that it affects the creative process in its production. In addition, legal awareness, especially in the field of copyright, by the filmmakers of the documentary film itself is still not optimally developed. Documentary filmmakers also have the opportunity to get royalties through agreements with producers. Suggestions from the author are government support for documentary filmmakers in addition to funding, legal awareness building and the establishment of a Collective Management Institute in the film sector.
Proses produksi film membutuhkan sumber daya manusia (tenaga) dengan kualifikasi tertentu sesuai dengan peran dan fungsinya. Pada tingkat tertentu tenaga-tenaga yang terlibat dalam produksi film harus merupakan tenaga yang profesional. Salah satu pertumbuhan yang cukup signifikan dari industri film Indonesia hari ini adalah pertumbuhan jumlah layar bioskop. Selain itu juga bermunculan genre film baru, sehingga film yang ditayangkan oleh masyarakat semakin beragam. Salah satu genre baru tersebut adalah film dokumenter sebagai salah satu karya sinematografi yang juga dilindungi oleh Undang-Undang Nomor 28 Tahun 2014 tentang Hak Cipta (UUHC). Di tengah arus media massa yang demikian deras, film dokumenter memiliki peran penting sebagai media aspirasi yang mandiri. Namun isu hak ekonomi dalam karya sinematografi rupanya masih belum menjadi pembahasan yang strategis meskipun seiring dengan perkembangan teknologi informasi dan komunikasi, karya sinematografi memiliki peran strategis dalam perekonomian bangsa. Penelitian ini menggunakan kombinasi antara penelitian hukum empiris, penelitian hukum normatif dan penelitian bersifat deskriptif. Industri film dokumenter di Indonesia masih belum berkembang dan bergantung pada penyandang dana sehingga mempengaruhi proses kreatif dalam produksinya. Selain itu kesadaran hukum terutama di bidang hak cipta oleh para insan perfilman film dokumenter itu sendiri masih belum terbangun dengan optimal. Insan perfilman film dokumenter juga berpeluang mendapatkan royalti melalui perjanjian dengan produser. Saran dari penulis adalah adanya dukungan pemerintah kepada insan perfilman film dokumenter selain pendanaan, pembangunan kesadaran hukum dan pembentukan Lembaga Manajemen Kolektif di bidang film.

This article, co-written with Katarzyna Marciniak, examines the representation of refugees as absent or spectral figures in four recent films, and proposes that the most interesting refugee cinema is characterised by a distinctive aesthetic system. This was published as an open access article by Third Text journal in October.

My contribution examines the issue of mobile-phone footage, new media and self-representation in film and TV documentaries dealing with the Mediterranean refugee crisis.
