Why is choice A wrong?

A also seems correct.  E is more concise than A . what is the OE?

Choice (A) is wrong because the policy is a PROPOSED policy; i.e, the policy is not currently in effect.
Thus, it is impossible for the policy to "be stunting" economic growth or "be aggravating" Brazil's debt burden.

@Matt and All,

I think, the key differentiator here is the difference in usage of Aggravating vs Aggravate. (idiomatic)

Aggravating means: Annoying or irritating.
Aggravate means: To worsen something.

I think with this we should be able to zero down to choice E. Usage of Aggravating in the sentence's context, as in choice A, is nonsensical.
