Parsing Error // I tried to debug

My special character was !@# and I've tried sending a few emails at different days and different times of the day. All of them wasn't sent due to a parsing error because they couldn't see my special characters :( I changed it to !@! and still the same!! I'm doing every step and it still isn't working. I tried to debug and this is what it said. Can anyone help me? Need to send this really important email on a particular day but I won't have internet connection that day. :(
