You can send an SMS to any contact you have.

... provided "the service" is available in your/their country!!

It is NOT a universal service - and ISTR that there are very few countries where it operates (simply because of the fact that Mobile Phone service companies charge for the data/text services. Google's not about to pay your SMS bill.
