Contact groups are extremely stable. I use them all the time with none
of the issues you report. Are all the recipients also Gmail addresses,
or other accounts? Do they check their Spam folders? Do you ever get
an error message?

A few recipients use Gmail addresses, some use cornell.edu addresses, others have yahoo, TimeWarner, etc.
 
I can't guarantee that recipients check their spam or trash folders. However, when I asked recipients (by separately typing in each recipient's email address into the "To" folder) if they received the emails, most replied by email that they did not receive them..
 
I never see an error message relevant to this (lack of Gmail Group address going to all recipients).
 
If I send an email by manually typing in each recipient's email address, into the "To" box, everyone gets the email and is able to ackowledge that they did receive it..

Adam,

Are there any cases in your group of 24 email addresses in which two or more addresses belong to a single person?  If so, perhaps  when addressing emails to this contact group, Gmail is only sending emails to each contacts primary address.

I believe in Contacts you can indicate which address to use for a person for each contact group you have them in.  I'm not sure if you can indicate multiple addresses for them though for a given group.

I have a similar problem, maybe the same one.  I have a group of 24 addresses, but I only see 17 of them in the To field when I email the group.  Initially, Google only included 11 addresses, then it increased to 17 for an unknown reason.  Now I can't get the remaining 7 included.
