I did find a little URL at the very bottom of the messages list that
allows you to set your Gmail View to 'standard with chat' or 'standard
without chat'. If you choose the latter, the little popups go away,
but you also lose the chat function.
Gmail has been so slow (randomly) for the past couple of days that I
actually went back to Outlook. I was still using it (Outlook) with my
Gmail (POP3) account, but at least I could create an email message.
Gmail would lock up my browser doing a normal search or filter command,
and I could not do anything else. I actually prefer the Gmail UI to
Outlook quite a bit, although having local storage is also a really
good thing. If GMail supported local storage in addition to network
storage, it would be a bit closer to perfect. It's pretty darned good
as it is.
can't tell, chat not yet enabled for me....grrrrr
I just got chat today, so I'm looking into all these quirks people
keep talking about.

Google chat is not enabled when running via https.

For example, I never have the browser maximised. As such the central
column that holds conversations and email text is relatively
restricted. When I'm reading a conversation with multiple emails, I
Expand All and then keep my mouse over the header of each email. As I
read one, I click and "minimize" it, so the next one appears almost in
the same place. Now, for me the sender's name takes up almost half of
the header, especially if it's a long one. I'm sure I can get used to
it and just position my mouse elsewhere, but I shouldn't have to -
especially after more than a year of working like this.
I don't see me needing the functionality the hover overlays provide
while reading a conversation. It's useful in the Quick Contacts area
to save some clicks and page loads, but I don't think I'll use it
elsewhere right now. It would be great if they were a user setting.

I too think the popup is mostly useless. 99.9% of the time it pops
up, I have no use for it (specifically, mailing lists where all
messages come from one address).
You'll have to settle for the "standard without chat" option at the bottom.
I still get it when I hover over a name in the "Quick Contacts" list,
but that seems appropriate to me.
