Not sure what happened to yours, but I can go back years and still access attachments on my sent mail (and received).... have you tried the usual "clear cache and cookies"?  It's amazing to me how many problems that actually solves.

Also, you're not accessing in offline mode are you?  Not all attachments are available in offline mode.

As far as I know it always does.

Something that might be confusing at first, is where the attachment
appears in the email message. While you are composing the message, it
is at the top, with the header stuff. After a message is sent, it is
at the very bottom of the message. (That is, when using Gmail's web
interface.)
