Is there anything special I need to do to ensure that my Norton checks
all outgoing and incoming web based Gmail? I do not want to use my
Outlook.

Typically Norton does scan your browser transactions, so it is probably doing it already. GMail also has built-in virus checking, so Norton is really your second line of defense.
But to be SURE that Norton is getting a hold of it, you'll HAVE to use an external client like Outlook. That, or check Norton's settings to ensure it's scanning browser traffic, and check it's logs to see if it shows the page getting scanned.
