Filters on Outgoing Mail?

The filter settings page begins with the statement that "the following
filters are applied to all incoming mail ..."

But is it possible to apply filters to outgoing email? I.e., instead
of all email I compose being accessible only through the sent label,
could I compose rules that will apply other labels too?

I know once someone replies to my emails, I can apply labels via
filters and get the whole conversation labeled, but I don't want to
have to wait for an "incoming" reply.

I don't have a reference to this handy, but Google says filters apply to
both incoming and outgoing emails.

I can't find a reference either, but can verify from personal experience that they do work on outgoing messages, with a couple limitations:

They won't forward outgoing messages, only the ones incoming that match.
They won't have header info to filter on, like list-id and delivered-to.

I successfully have many outgoing messages, like this one, automatically labeled based on the "to" address.
