missing tabs in the settings

When in settings I am missing the last two tabs- Labs and Themes.
How do I get these tabs?

Make sure you're using a supported browser:

You're using Standard Mode:

And lastly, that you are set for "English (US)" as most new features
come to this language first before they're "translated" into other
languages (like "English (UK)" :>)
