Do you not see the option to use a Voice Call?  Any phone will work for this.

I don't know that Google offers you any more options, as they are looking for an alternate way to verify you are who you say you are.  As they indicated, they saw some unusual activity on that account, like it might have been hacked.

I am surprised that you only have *1* way to communicate.  You don't have a work phone, or any friends with phones that you could borrow for a single call?  The help pages clearly state that this is not associating a phone with your account, but use it only one time.  Have you tried doing password recovery on that account to an alternate e-mail address?  Have you tried a Skype or similar VoIP phone option?  This would give you the phone experience without an actual phone or bill.
