I worked in another country for (5) years, and discovered someone was
excessing private emails from that country of US people. How can you
tell if your email, through ID theft, is being accessed by someone in
another country?

All I can suggest is to change your password as soon as possible.
Moreover, never ever use this same password when registering on
other subscriptions, sites, or any other identification services.
